About the APPG
The All-Party Parliamentary Group For Better Roads
Local highways are one of our most valuable national assets, supporting the economy and keeping communities connected, and their importance needs to be reflected in the level of funding they receive. The APPG for Better Roads works to promote the case for properly maintained local roads to provide a more resilient and carbon efficient network. The Group was reformed in June 2025 following the July 2024 General Election with the election of a new Chair and officers (see below).
Activity previously initiated by the APPG for Better Roads includes:
- The 2023 report on the effectiveness of the Pothole Action Fund: Working for better roads: A call for the reinstatement of targeted and accountable support for local road maintenance. It examined the impact of the Fund, which was in place between 2015/16 and 2020/21, finding that it was an effective mechanism for delivering improved road conditions.
- In 2018, under the APPG for Highways name, the Group released the well-received report on Warm Mix Asphalt (WMA),highlighting how the use of WMAs can reduce carbon emissions and improve efficiencies on highway projects. Following publication of the report in September 2018, National Highways updated its Specification for Highways Works, to enable the use of WMAs by default on its network.

Chair, Rebecca Paul MP. (Conservative)
Rebecca Paul has served as the Member of Parliament for Reigate since 2024. She was previously a Surrey County Councillor, where she held the position of Deputy Cabinet Member to the Leader of Surrey County Council from 2021 to 2023 with Cabinet responsibility for ‘levelling up’. Rebecca is also a Chartered Accountant and Chartered Tax Advisor.
Officer, Lewis Cocking (Conservative)
Lewis Cocking MP has been MP for Broxbourne since July 2024. Prior to joining Parliament he was the leader of the Borough of Broxbourne Council from 2019 to 2024 as well as being deputy police and crime commissioner for Hertfordshire from 2021 to 2024. Previously, he was a policy, communications and funding manager for Engie.
Officer, Lincoln Jopp (Conservative)
Lincoln Jopp MC MP has represented Spelthorne, Surrey, in Parliament since July 2024. Before entering politics, he had a distinguished career in the British Army, where he served in multiple conflict zones, including Northern Ireland, Iraq, and Afghanistan. After retiring from the military, Lincoln transitioned to civilian life, becoming the Director and Chief Operating Officer of The Pension SuperFund.
Officer, Mike Reader MP (Labour)
Mike Reader was elected as MP for Northampton South in July 2024. He has 20 years’ experience working in the construction sector globally, bringing real-world engineering expertise to Parliament. He is passionate about public procurement and infrastructure as he works for a greener, fairer and more prosperous Northampton.
